first of all, you can't turn a ste into a megaste, it'd take more than a cpu switch, and it'd be a damn shame to remove the extra joystick ports.
the megaste indeed has 16k cache (iirc). i'm pretty sure cpu speeders with a similar config exist, so one would expect them to be comparable performance-wise. but you can't buy a new one in the shop, you'll probably have to solder it yourself..
even if megaste's are expensive in sweden, they're probably still quite cheap in comparison to the hours you'll be spending upgrading your ste.
