AFAIK there are no internet phone programs for the Atari at the moment, since as I understand it, the software is only part of it, it also needs a service provider.
As for broadband, there are a couple of ethernet adaptors for Atari's now, including Falcons, and a few in development as well. Costs are fairly high but it is possible.
