It was called SMS2. It did come on ROM cartridge, and it was fairly advanced compared to TOS, it had multitasking and aparently networking support as well.
It didn't last as it was totally incompatible with TOS, right from software down to disk formats, and had hardly any software of it's own, so it was really a novelty thing. Also it's GUI wasn't that friendly comapred to things like NeoDesk and Gemini, and I don't think any desktop repalcements came out for it.
I think it was later ported over to the Sinclair QL as SMSQ where it enjoyed somewhat more success, and seems to be still beign used. There is a fair bit out there on the web about it, but mostly aimed SMSQ rather than than Atari version.
