You can use Gemulator to run TOS software with most of the images of TOS available. STeem will also work.
Install Gemulator with a copy of TOS renamed to MAGIC_PC.OS in the root of C. That is, the file's path must be C:MAGIC_PC.OS. You can find images of TOS fairly easily if you look around. Then insert your floppy and start Gemulator.
Note that Gemulator is a bit fussy under XP. Win98 works much more nicely.
