Do you think it could be a capacitor? One of them looks as if it may have leaked, unless it was glued in place. I think I can find a way to discharge the caps safely.

Power supply failures are often capacitor based. However, I'd suggest you purchase two external power supplies (16V are used by IBM Thinkpads and 12V are used everywhere) and wire/glue them together. Alternately, you could get a 16V supply and use a step-down transformer, but that's much more work.
There is one place (http://www.73.com/a/0297.shtml) that claims the Dell Latitude LM power supply is 16/12VDC, but I do not have any way to confirm that.
