I guess it's a matter of demand. Atari sold 100000 falcons in europe (more or less) and they are bound to be cheaper there. Nobody bought them in the other end of the atlantic so they are bound to be expensive. Above that from what I see the american market is a collectors one. An atari there seems to be like a rare stamp. Another reason for high prices. I would suggest grand to look out for a falcon in a european market place and e-mail the seller there. An upgraded falcon with postage packaging and all should probably not cost him more than $400. The pal issue is not an issue since svga monitors are identical to all countries and you wouldn't want to use your falcon on a tv. Trust me on that. On an other note Steve not every one works on IT. And poverty is a very relative issue. If for example you live with 1 Euro a day and you can buy all your goods for 30 Cents than doesn't that make you rich? If on the other hand daily commodities cost 1100 euros and you are paid 1000 doesn't that make you poor? It's called inflation!
