Actually for that information I will refer you to the st format magazine. IIRC it was during 93 or early 94 and the article was titled "Are the game industry completely bonkers?"
And yes Anders is right about the NTSC. There is a little program called BOOTCONF made by UWE SEIMET and you can change many settings in the NVRAM (that is non volatile ram). One of these settings refers to the monitor type, which can be set to vga or rgb or tv with a surprising NTSC option. And that option does not work well with my PAL tv. Unfortunately Atari Corporation is no more but I would take st format to you any time. It might not have been the best magazine ever but it did outlive most of the others and they were accurately informed.
