The problem is that composite video is not even close to RGB quality. It will do though if one can't obtain an RGB monitor.
However, most STs were NOT released with an RF modulator in US due to the strict FCC certification (Other countries are not as strict in this, so Atari was able to install an RF modualtor)
In fact, I wouldn't be surprised if the most demand for an RGB-to-VGA box comes from the US because of this.
