PC Floppies require the whole 512 byte DOS Boot Sector, While Ataris only use the 1st 30 Bytes or so of it... so it is possible to copy the Boot Sector from an Identical size,(Track & Sector wise), to the Boot Sector of an Atari Floppy and have it readable on both, (NOT Protected ones though).
Diamond Format, as well as some others, wrote Atari/PC compatible Formatted Disks.
I think Emulators.com still has a free PC APP for reading Atari Floppies also.
