Unless your child has a fine motor skill problem, mouse control can be picked up fairly quickly. Most 4 year olds adapt very well.
It so happens that I have maintained a freely distributable library of education software for many years. Send your address to the letter "k" (just one letter) at uia dot net, and I'll post a mini CD off to you free of charge. Of course, you'll have to copy the programs to floppy (unless you have a CD attached to your Atari), but that is a fairly trivial matter provided you format the 720K floppies on a PC or purchase them preformatted.
