Yes, if you want/need to use the fastpage mode. That's what one of the jumpers is for, to switch this off.
The boards from Atari that I've seen ,with SIP's (Soldered in the board) were fastpage and "only" 4MB Total.
But the 16MB's that I've seen, had DIMM and no fastpage. Only 70nS is enough, faster will work as well....
