I assume you mean CD writing software, to write to a CD-R?
The best bet is CD-LAB which is now non-commercial. (http://cdlab.atari.org). Anodyne Software (www.anodynesoftware.com) also have CD Writer Suite which is commercial at present. Both will need the additional driver software for the drive itself, either Extendos Gold (commercial), CBHD (freeware) or HDdriver (commercial).
As far as formats are concerned, Atari's can read PC CD-ROM's and vice versa, the formats are universal.
