Hi,

you can use a serial (RS232) mouse directly, if you
want to use a PS/2-mouse, you will need an adapter
like the one by Mario Becroft or PeST.
I don't know if there's any adapters that let you use
a PS/2-keyboard as well. Might be hard since the
8-Bit Keyboard controller that is on the Atari keyboard
is required and definetly not provided on a PS/2
keyboard.
If you ask me, get a Mega ST or a Mega STE keyboard,
they're excellent and can be connected easily.

A VGA monitor can be used using an adapter, too,
but it will only display monochrome since the colour
resolutions horizontal refresh of the Atari ST is too
low for basically any VGA monitor.
