Rare stuff costs money, regardless of the components that it's built of.
It just happens to be an ISA graphics card in this case, and that obviously annoys you. In other cases, it's often even cheaper components, but you don't recognize them so you're not bothered with it.
You can't compare the prices on the PC market with rare stuff like this. If you don't like it, don't buy it. It's as simple as that.
