Yes, every Falcon has one, the Blitter is part of the COMBEL.
In contrast to the TT, which has no Blitter.
If you switch resolutions using the standard selector, the Falcon offers you 2, 4, 16, 256 and 65536 colours. Some resolution enhancers do not offer 4 colour resolutions so you might be referring to one of these.
If you have NVDI, you also have a CPX-module that allows to switch 8/16MHz and Cache On/Off - I think it's called System Information or something similar.
Also, NVDI has Blitter-less routines that actually allow you to disable the Blitter in this CPX - On the Falcon, CPU-based routines are commonly quicker.
Anyhow, a clean boot will always run the Falcon in 16MHz, Cache and Blitter on. If you don't trust GEMBench, i can send you NemBench, which is more accurate when it comes to CPU-ratings than GEMBench.
