I sent a copy to Steve at Atarimax.com, he checked it out and says:

Oh, by the way, did you get a chance to check out the Happy warp speed software I sent you?

Looks like its identical except for a few bytes on side one. I would guess
that the only changes are the documentation and the extra PDB file.

So it appears that it WAS a small update that was never released. They added 1 additional PDB file updated the docs and changed the version to v7.25.

So I guess it really is the last version.
