Correct, your RF modulator is messed up,,,,
The electronics are getting old, "circuit drift".. open up the ST and the modulator box plug it into the TV.
You will notice their are trip-pot controls inside it. mark their original location with a felt tip marker. then adjust them one at a time to correct the picture, if that does not work, their is a bad or out of value component in the RF circuit.
