I suppose it's a classical mechanical mouse and the
description of yours make me assume that either the
light emitting diodes or the sensors are malfunctioning.
In case you shocked your mouse mechanically (dropped it),
it's possible that the sensors or diodes have been slightly
misplaced - if you didn't, they most probably broke
(which is rare but not impossible).
Both diodes and sensors _could_ be replaced if you have the
correct type and if you're handy with the soldering iron, if
not, exchanging the PCB might be the only solution.
