This is a bug/feature I remember I discovered once -- you need to boot with CONTROL key pressed (no auto folder nor accs loaded), then delete newdesk.inf and reboot.

iirc it's caused by some corruption in that newdesk.inf file (there's an entry which file type can by opened by which tool and you can set something like filetype "*.*" by "nothing".
