"I want to do straight-up TOS/MultiTOS work, but most of what I find in random web searches seems to be all about newer MiNT/AES replacements (most of which look ugly to me) and I'm not sure how well they might work for what I want."
There are no replacements to MiNT. FreeMiNT is the continuation of the development of Atari MiNT. As for AES, you can still run AES 4.1 over it.
"Is there a resource on how to get up and running with a decent C/C++ compiler on the Falcon without installing an entirely new OS?"
The only C and C++ compiler available on the platform is GCC, and for that you need SpareMiNT.
