You said you wanted C++, that's why I mentioned GCC. But for a stock Falcon, particularly under TOS, Pure C will do fine. I think you should find it in the programming tools section over at DHS. It is the most used C compiler/IDE under TOS so you should get help easily. For example, there is a C programming forum over at
Atari-Forum.
