The IDE interface is unbuffered and resides directly on the data bus, which means it's very sensitive. Shielding won't help much, since it's also a matter of capacitance/bus load. First thing I would do would be try a shorter (10cm max) IDE cable. Are you using something on the cart port? Which control panel are you using? Cops or the patched version of XControl?
