Yes, that's absolutely true, but i fail to see the benefit.
If i can port TOS/MiNT/XaAES to ARM; i can port it to x86
just the same and if i can compile the software i want to
use for ARM, i can compile it for x86 just as well.
So, a second hand PC allows that approach just as well and
doesn't require any ARM-based customized hardware.
Or am i misunderstanding the concept ?
