In contrary to what the other guys have said (they ARE right but not complete) it is indeed possible that a pc will refuse to read DD disks (HD with tape, real DD, etc). I've got the same problem, but it only happens when I'm using Windows. It will always function perfectly under pure DOS, and usually in a DOSbox as well. So maybe you can try that? (only for 720k disks ofcourse...)
