Atari.Org hosts a couple of system disks:

but i've already seen your post on AtariAge, so you
obviously already have the disk tools disk.
I think the STacy should have TOS 1.04, so i assume
if you just look for certain tools, you might also download
a system disk for the Atari MegaST.
