Regarding Turrican, "Unseen Menace" started an STE version of this a while ago,

As far as i remember, he got about as far as writing a horizontal scroll routine (very impressive on an STE) and claimed that to be about 60% of the game done.
I wouldn't wait for it.
Regarding SimCity, i think i remember it was a lot less clean than it looked. Anyhow, SimCity source code seems to be free (and maintained as "Micropolis") so it "should" be possible to add code for the graphical front end without having to hack assembly code.
Just my two pence.
