If you have access to a programming language or a
debugger or a monitor, you can easily read it out
yourself, it's stored under address 0x00000002
Then, there are tools which will print it out for you,
like Infomat or SysInfo. I found the InfoMat here:

If that doesn't work either (for some reason), you can
deduct most of the TOS versions from the date shown
under Desktop Info:

Upgrading TOS usually implies changing the EPROMs.
Some online shops still have a few TOS revisions and if
you happen to own a EPROM writer, you can make them
yourself.
To toy around a bit, you can load a TOS image from disk
to RAM, but it'll hog precious RAM memory and will not
prevent software from still accessing the ROM TOS if the
software is written to do so.
