As i've already said, Falcons with dead NVRAM behave funny but refusing to read operational hard disks or floppy disks is new to me, which is why i'd personally still check 5V/12V lines and try another disk drive.
Anyhow, since you're so keen on replacing the NVRAM battery, here's how:
It can't be replaced itself as its part of the chip. Atari bought this chip from a lot of suppliers and only one offers a compatible chip still: Dallas Maxim DS12887. You will need to de-solder the old one and solder in the new one. As far as i remember it's close to the fan. The original chip is probably a Dallas as well, but Atari also bought compatible chips from Motorola and STMicroelectronics.
To configure your NVRAM on the new chip, there's an official program by Atari and a more powerful one from Uwe Seimet. I'm certain you'll find both somewhere on the web or on FTP sites.
