I think there are only a few manufactures of CD Rom drive "units" in the world, people just badge them, can you open them up and find a manufacturer number on them???
Atari is known for making its own stuff though and they may have done one from sctratch, you may be lucky and they could have used a standard motor which may be avaliable from Radio Shack or other.
