There is indeed a Game Boy emulator for the
Atari ST by Bodo Wenzel, but unfortunately,
it's not very good (yet).
It doesn't run on a Falcon, only supports
ST High resolution and i personally couldn't
get it to run one ROM-image correctly yet.

Concerning your RSC question:
The latest one i know of was RSM, Resource
Master, which is indeed quite young and
shareware.
You should be able to find a demo on good ftp-sites.
