It's not possible to get 20 with a normal 68000 that's in an ST without bank switching and other weird stuff, as the 68000 has 24 adress pins (16 total, and then the chips i/o-area takes some memory). 14 should be possible, although I don't know of any boards that can handle that. 12 is a "practical" max.
