The trouble is that the chips in actual cartridges could only be burned once. For it to be useful for playing demos / backups, you need to use an EEPROM, which will almost certainly not be pin-compatible with the Jaguar carts. Look at http://www.myatari.net and look at buying a development flash cartridge or one with sockets; this would be much easier.
It all boils down to the fact that noone much knows ;)
