Yes, use the MSDOS Prompt...
If you use the /T: and /N: flags, you can set the number of tracks & Sectors...
For example
FORMAT A: /T:80 /N:10
Would format a 80 Track Disk, with 10 Sectors per track
A general rule, that has been with MSDOS, is that almost all of the commands can be checked for how to use them... use the /? at the end of any comand!
So, you can see what I mean by typing
FORMAT /?
And it will tell you how to use the command!
