Formatting and extended formatting!! lovely subject.
The Atari is capable of formatting a disk in several different ways. a standard sector holds 512 bytes and you can JUST fit 11 per track! BUT you can also format them so they hold 128 bytes per sector or even 1024 bytes per sector.
The very early ST running TOS 1.09 could even boot using an irregular boot sector, Taipan springs to mind.
If yu want to format a disk with 1-10 on the first track, 11-20 on the next etc.. you will have to use a custom routine of your own.
This is a large subject due to all the variables you can use, I would sugest reading a book on the subject so you have some idea of why things may not work first time etc..
