It's looks like the colour signals (RGB) are mixed together, which may give you this kind of behaviour.
My two ST (520 STf and Mega STe), bought in France, have an Atari proprietary connector, but at the end of the cable, there's a SCART (Peritel) connector. On SECAM/PAL TV there's no problem, but I can't record these signals on a VCR (since the format is not PAL or SECAM or NTSC, the VSYNC / HSYNC / R / G /B signals are separated).
I'm not aware of other countries' connectors, sorry!
