You can't connect an ST to a VGA or SVGA colour monitor and display colour because the scan frequencies are all wrong. You *can* connect one to a monitor and get a hi-rez mono display (green on my system) and multisync monitors certainly can, but you need a special cable that has a switch on atari Pin-4 to disable the Monochrome detect, that makes the computer boot in hi-rez mode.
In the UK, it's a simple matter connecting the ST to a TV with an RF cable, and you can even get ST to SCART connectors (I'm not sure how prevalent SCART is outside the UK).
