Hi Phil,
A corrupt or incorrect DESKTOP.INF or NEWDESK.INF file (the desktop configuration settings) can cause the desktop to appear with absolutely nothing on it. Try booting without ANY disk in the drive. TOS is contained on a ROM chip and will (should) evetually load. Once the desktop appears, pop in a floppy and select Save Desktop (from the menu).
