I finally got it.
Like Elliot said, I installed a DOS partition on an old PC I had lying around.
Makedisk does not work on Win98, Win NT oder Win2000 properly. It can read only 9 sectors, 80 tracks standard disks!
On my old DOS PC, it reads all (except 11 sectors) disks. This is not due to the old floppy! I tried the floppy on my Win2000 system, but in vain.
Makedisk needs to be started in TRUE DOS.
