Probably easiest if you use a ready-made 68000 emulator, there's one called StarScream out there. Other than that, mail Gordon Hollingworth, he wrote Jagulator, and his email address is on his site.
Beware, you may find it harder than you think; lots have tried to emulate ye Jaggy and few have succeeded...;-)
I bought my own because I was sick of waiting for Jagulator :-)
