Without a flash cart, the easiest way is to take a game cart and desolder the rom chips and replace them with sockets. Then you need an eprom burner to program some eprom and put them in the cartridge. The only problem is that the needed eprom chips are probably more expensive (about 41 euro for 2 megabyte) than buying a new original copy of the game. (In the case of old games.)
