Fantastic Idea! I'd love to see it. I am a great fan of WORMS. I have a tendancy to agree with Bengy regarding running under GEM, because then it would be able to run under ANY system including Milan and Hades, keep it to 16 colors for the STe, but you could think about 256 colour support for TT, Milan, Hades and Falcon.

Regarding screen real estate, you could always opt for the Imagecopy method of offering a full screen mode as well as a window mode for display by pressing a specific key and be able to jump between modes on the fly.
