The P200 should be fine, you might find you have to set it to "draw every other frame" in the options box to get it running at full speed, but this doesn't really notice.
Computer 2 has no chance, Steem requires Win 32 (ie. Windows 95, 98, 2000, NT or Millennium) and at least a 486 processor. Also, 25MHz is not much more than an ST so there is no way it could emulate one plus its television!
I'd say 200MHz is about the minimum.
