The orginal worms was done on only a standard 1 mb a500. Considering the ST version of lemmings was almost identical to the Amiga version I think a 1mb ST could handle a similary well done version (without the parallax layers and some sound limitations). I think for a Worms DC (2mb 14 mhz 020 AGA) compatible game the minimum possible specs should be at least a Falcon. But actually it also depends on what kind of programming language you would be using. Amiga Worms was done in the simple but for gaming powerfull language Blitz Basic. Probably doing everything in assembly would be a to big of a job.
