I think this is a feature of those particular drives. I had a IBM thinkpad with one of those drives in, and I know that it uses some reserved tracks for its own devices. I think that TOS is probably trying to read these areas that DOS would usually ignore, IE. how many floppys can you format with TOS that wont format in DOS? I had loads. DOS gives up way too early. Bring on DC format :)
