The closest you are going to come is to get an emulator such as Xformer DOS from emulators.com.
Create a DOS only machine and in the last line of the autoexec.bat have it execute the xformer.exe.
After the xformer loads it will look just like a Atari 8-bit.
With the xformer you can get a xformer cable which enables you to attach a Atari disk drive to the printer port of the PC and run the disk directly.
(this is good for downloading programs from the web and then putting them on disk amoung other things.)
Xformer DOS is a free program but does have some very minor combatibilty problems.
There are other good emulators out there that you could also choose from.
In a search engine just type 'atari emulator' and you'll get a long list.
the atari800 emulator is almost perfect as is the win800 emulator.
