Your best bet is EBAY. You can pick up a used working Jaguar with no extras for about $25 US.

To get a Jag with a controller, power supply, RF/AV connector and at least one common game you're looking at $40-$50 on Ebay, and I don't know of any online retailer that sells them cheaper.
