Erm... I'm not sure that you understand the meaning of 'operating system'. Even video game systems have some kind of OS: System vectors that control sound or video without the need to directly address the hardware. Even your mobile phone or micro-wave oven has an operating system.
The native OS on Atari computer is called TOS, and it's big advantage is that it's in ROM, which means that there is no system disk that can be messed up. There are also several replacement OS out there like MiNT or MagiC that allow multitasking. You can even run Linux on the faster machines.
