Yes, 1gb is the limit for partions that should be accessed from TOS.
However, larger partions can be read via extra software, eg Magic, MiNT or BIGDOS. However, the bootdrive has to be within TOS limits.

For the actual harddisk, there shouldn't be a limit, at least not for SCSI.
