IIRC there is a DC (Double Click) software utility available on the umich archives ftp site. URL not handy at the moment.

something like

or /archives/atari

Also I think Warp 9, the software accelerator, has this function.

And if I didn't know better, the Magic OS supports this option, and possibly other desktops like Neodesk etc.

I remember using this function in the past thinking it was a benefit, but I am no longer a fan.
