I had the same problem with my Gasteiner HD from ... er... Gasteiner?
Ahem, ok....
If its the same problem as mine ( The TT still does this also with the ACSI Drives ) then read on... ( You have to read on to find out either way ) ).
Try switching the HD on before the Atari.
Give it a few seconds... Maybe 5-10 to get the drive to spin up to speed, and initialize itself.
( Different drives need different spin-up times, but try to listen to the disk faintly clicking a lot for about a second or so )
Then switch the Atari on.
You should then be able to use the floppy drive, with your Hard Disk Driver software to install the driver on the hard disk.
I think thats it really!
It was like that on mine, using the TOPLINK adapter.
Oh, and sometimes if the Hard disk tries to boot your Atari but it causes it to panic, and hang, you can time the power-ons between the HD and atari so that the floppy can be used, and it tries to boot from that rather than the HD, you can force this by holding CTRL too, but it can often not work if the HD is really buggered up!
